Criterion of constancy of bundle of complex polynomials and generalization of the "alternative" indication of their stability (on the problem of Routh algorithm modification)
The so-called "alternative formulation" is generalized. With the help of this formulation the problem on stability of the given real algebraic polynomial is reduced to the same problem on a polynomial of a lower degree. "The new formulation" for the case of complex polynomial with arbitrary location of the roots is offered. Hence the possibility to modify and to simplify Routh algorithm is appeared.
