Quality of environment: detection of sources and estimation of emission

A general structure of methods which bring together mathematical models of processes and observational data for the identification of sources of pollution and quality control of the atmosphere is presented. Models and observations are combined in a uniform structure using the variational principles. A new approach for detection of unknown sources is proposed. Sensitivity relations for the observational functionals as well as indicative observability functions are used. Measured data and models of processes in the inverse mode are applied. The set of algorithms is described allowing to relate the cost functionals and the atmospheric quality restrictions with the emission control strategy.
